New Housing Directive
The Federal Government has announced that in the
future, it will not insure loans for housing projects that
bar tenants by reason of their race, color or creed.
The directive, made public Friday, by Sol. Gen. Philip
B. Pearlman, embraces FHA projects or one unit dwellings;
GI loans for veterans housing and slum clearance projects
and land transactions by public agencies.
"The Federal Government," Mr. Pearlman says, is
amending its rules so as to refuse to aid financing of any
properties, the occupancy or use of which is restricted on the
basis of race, color or creed."
President Truman has given his enthusiastic endorsement
to the new directive and was fully informed of its
provisions before it was made public. Attorney General
McGrath has given his endorsement to the order. Veteran
Administrator Carl R. Gray, Jr. has announced that his
agency will adopt the new policy in future veteran loans,
and Nathan S. Keith, National Slum Clearance director, as
well as Raymond Foley, National Housing Director support
it.
We think this position a thoroughly logical one and in
line with the wishes of the American people and the Democratic
party pledge which promised to provide to every
American the right to equal opportunity, social security, a
decent home, a proper education and a fair job at fair pay.
It is, moreover, in line with the Supreme Court decision,
striking down Restrictive Covenants: which the court ruled
are not consistent with the public policy of this country
and are contrary to the Fourteenth Amendment."
By virtue of the operation of the undemocratic covenants,
millions of American citizens - with Negroes, Mexicans,
Japanese, Chinese, Jews, Syrians and Armenians the
chief victims - are forced to live in miserable housing districts,
where juvenile delinquency, disease and prostitution
spawn.
A recent survey shows that 40,000 Negroes in Detroit,
Chicago, St. Louis and Cleveland live doubled up or as
boarders with other families. In Baltimore, Negroes make
up 20 per cent of the population, but they occupy less than
5 per cent of its residential area. These unhealthy trends
can be duplicated in every large American city today.
Negroes need better housing, better neighborhoods in
which to live, and they need more homes, publicly built.
