"To return his Majesty thanks for laying the American papers before them; that, after taking them into consideration, we find that an actual rebellion now exists in America; that we see, with concern, that they are encouraged by unlawful combinations; that their conduct is inexcusable, when we see, with how much good temper his Majesty and his Parliament have acted; that we can never relinquish any of the authority which is vested by law in his Majesty, and the British Parliament; that we will support his Majesty against all rebellious attempts; that we have been always ready to afford them all reasonable indulgence, when properly applied for, &c. &c."
Mr. Charles Fox, with great spirit, moved, as an amendment to Lord North's motion, "that an address might be presented to his Majesty thanking him for the communication of the American papers, but deploring that the information they had afforded served only to convince the House that the measures the Ministry had adopted tended rather to widen than heal the unhappy differences which had for so long a period subsisted between Great Britain and America, and praying a speedy alteration of these measures."
Another amendment was proposed, to leave out certain words; on which the House divided, Ayes 304, Noes 105.
Then the question for the address was agreed to, on a division, 296 against 106.
