A letter of the 14th October, to a friend of the Editor of the Norfolk Herald, in Madrid, in whose intelligence, veracity, and means of information he places entire confidence, contains the following article :
"It is the determination of Spain, in case the United States touch Florida, to make reprisals on their commerce. To do this with effect that government has adopted a plan to encourage the English, French, &c. to fit out vessels and put them under the Spanish flag, in Spanish names, &c. We shall see how this proposition takes, but in the mean time the above may be relied on."
