The preceding note, for it is not a decree, as was observed yesterday in the Centinel (if authentic) is undoubtedly the most important, and alarming Paper which has appeared Since the French Revolution: It was first published at Basle, because it had immediate relation to the orders issued against Neutrals in the port of Genoa and because Switzerland, is in the present focus of Negotiation; it is no doubt Circular. Citizen Barthelemy, would of course be the first to receive it: and it is certainly in correspondence with the conduct of the Directory at St. Domingo. Mr. Monroe our re-called Ambassador, has eluded this blow with great dexterity; but the present ascendency, and determined zeal to humble England, in the French Executive, must give a new impulse to their efforts. After all; it is a measure hypothetical; although we think most probably, a genuine article.
