MR. BOTTS AND MR. TYLER.—Another witness has come into court, being Mr. Wharton, the editor of the Wheeling Times, to whom Mr. Botts referred as having been present at Gadsby's Hotel, at the time of the inauguration of Gen. Harrison, when the question was put to Mr. Tyler as to what course he should pursue, if the chartering of a National Bank should depend on his vote as the presiding officer of the United States Senate.—

Mr. Wharton fully sustains Mr. Botts in this important particular. In his paper of Friday last, Mr. W. notices the statement of Mr. Botts, and gives his own evidence as follows:

"Early in March, 1841, I was present with some other gentlemen, in Mr. Tyler's room, when a discussion of the probability of the passage of a bank charter took place; during which the opinion prevailed that, upon that question, the Senate would be equally divided. Mr. Tyler was asked whether he would, in that event, give his casting vote for or against the charter. He replied, as near as I can recollect—'In that event, sir, I should give my vote, regardless of opinions expressed and acted upon when I was the representative of Virginia, in favor of the charter. When I was a representative of Virginia, I acted in accordance with what I believed to be the wishes of my constituents. I am now the representative of the whole Union, and believing that a large majority of the people, at the last election, expressed themselves in favor of a United States Bank, I shall, if called upon, vote for a charter.' These, we presume are not precisely his words, but the tenor is the same. It is a remark we could not mistake or forget, inasmuch, as the frankness and decision there manifested, induced me to feel confident that the vetoes of the extra session were on account of some supposed defects in the details, and were not grounded upon opposition to such an institution."
