New York, Oct. 23.—The complaint filed by the NAACP that the postmaster at Mobile, Alabama, had deliberately passed over two colored eligibles on the civil service list in order to appoint white men, will be investigated by the Post Office Department the association was assured this week by J. N. Donaldson, acting first assistant postmaster general. The Donaldson letter says:

"I have carefully noted what you state with reference to the selections made from the eligibles registered at Mobile, Alabama, and I shall be very glad to make suitable inquiry concerning the matter. I will write you again later concerning this subject."
