the Federal quarantine officer at this
port, appeared today in the United
States Circuit Court to answer the
charge of having neglected in the
exercise of his office as quarantine officer
to issue and deliver to the Occidental
and Oriental Steamship Company a
pratique of such kind and nature as
would enable the steamship company to
deliver to the complainant goods of the
value of $2,000.
The complainant is Wong Chung, a
well known Chinese merchant. He is a
large importer and the action of the
quarantine officer has resulted almost in
the suspension of his business. This is
not the only time he has suffered un-
deservedly at the hands of Kinyoun and
he will have the Circuit Court pass on
the latter's action.
The suit is for the issuance of a writ
of mandamus compelling the quarantine
officer to show cause why he should not
perform his duty and grant pratique
and then to compel the steamship com-
pany to preserve the shipment until
such time as the Court shall pass on the
excuse Kinyoun may offer why he will
not pass the goods. The steamship com-
pany now has the goods but threatens
to throw them overboard.
The shipment which is valued at
$2,000, consists of dried meats, fish,
vegetables and other stuff sold in pro-
vision stores kept by Chinese.
