A gentleman passenger who arrived in the brig Aurora from Bordeaux, informs, that the English government had resolved to insure their own trade, at a premium of 7 per cent. subjecting all vessels sailing without a convoy to a penalty of 2000l. The number of privateers commissioned in France amounts to 169; the returns of French privateers captured by the English, from the month of April to August 1797, was 107—the returns since that period were not yet received.
The name of an American, is the worst travelling name in France, and subjects the wearer not only to neglect but insult; any American will find it much more convenient to be a Spaniard, Italian or Dutchman.
No passports are now granted to Americans, and they cannot obtain leave to go from Bordeaux to Paris.
