SIXTH JUDICIAL DISTRICT BILL PASSED THE SENATE.
A GOOD AMENDMENT
The Senate Amends the Bill, Making Roswell the Headquarters of the New District.—The House Will Undoubtedly Concur.—Will Then Only Require the Signature of the President to Become a Law.
Yesterday afternoon the first news that came over the wire after communication had been established with eastern points and too late for the issue of THE RECORD of yesterday was that what is known as the Sixth District Judicial bill for New Mexico had passed the senate. Judge Pope who is holding court here was the first to receive the news in a personal message. A few minutes later the Associated Press brought the same news to THE RECORD office. and at about seven yesterday evening Hon. G. A. Richardson received a message from Delegate Rodey not only confirming the above information, but adding what is still more important to Roswell that the senate had added an amendment providing that Roswell shall be the headquarters of the new district. The message was as follows:
"Washington. D. C.. Apr. 25. 1904.
"G. A. Richardson,
"Roswell. N. M.
"Sixth district bill just passed the senate with amendment fixing Roswell as headquarters.
B. S. RODEY."
This means that the bill will at once be sent to the house where a motion to concur is all that is necessary, and the bill as amended will be in the hands of the President. There is no doubt but that he will sign the bill. The passage of this bill means much to all eastern New Mexico, and particularly to Roswell. An increased judiciary means more prompt action in all cases in New Mexico courts, and it also means the saving of thousands of dollars in the long trips now necessary to officers of the court, attorneys and litigants.
As Roswell will be the headquarters of the new district the residence of the court officials will be here and the major part of the judicial business of the district will be transacted here.
The bill has already been published in The Record. A summary of its several sections is as follows:
Section 1 provides that the supreme court of New Mexico shall consist of six members instead of five.
Section 2 gives the President power to appoint the additional member for a term of four years.
Section 3 provides that the Territory shall be divided into six judicial districts, and that each judge shall reside in the district to which he is assigned.
Section 4 provides that the present supreme court of the Territory shall divide the Territory into six districts and make the assignment of judges.
Sections 5 and 6 treat of the jurisdiction of the district courts.
The amendment provides that Roswell shall be the headquarters of the new district.
Washington, Apr. 25. The senate today passed the bill to provide for an additional associate justice of the supreme court of New Mexico, and for the creation of a new Sixth Judicial district. Senator Cullom by notice
that he would address the senate tomorrow on the subject of the foreign relations of the United States.
