SHEPHERD'S-TOWN, October 3.

Each succeeding month, brings with it occurrences, various and portentous. We see the pride of sovereignty, and lust of power, re-kindle in the bosom of that Monarch, whose quiet acquiescence to the controul of a National Assembly, was a presage of full submission to a people's will: The drowsy Spaniard, arising from that couch, where he has long slumbered in slavery, opposing the worst of despotic sway, that of the ecclesiastics: The Holy See which once, with the nervous arm of tyranny, extended and enforced decrees, which subjugated not only the personal liberty, but also enthralled the consciences of men, now unsupported by the props of civil power, hastening to decay; Poland, under the guidance of an enlightened and patriotic King, disseminating among the subjects, heaven-born liberty: Russia preparing on the one hand, to oppose the christian powers, and on the other sacrificing the unhappy Turks to her lust of power and dominion: England still persevering in hostile denunciations: Ireland drawing near the fire of revolt: Germany unfurling the slavish standard, and inviting to it a factious nobility, and degraded clergy: Holland, aiding from mercenery views, the interests of Britain: And America enjoying the smiles of peace, liberty and plenty.
