Court Plan Hope

WASHINGTON, Sept. 30. (U.P.)—Attorney General Homer S. Cummings today said that the recommendation of the judicial conference for 16 additional federal judges represented a capitulation to certain portions of the president's court program.

Cummings' statement was made after the annual conference of the senior judges of the U. S. circuit courts recommended appointment of the additional judges. The recommendations of the conference were announced by Chief Justice Charles Evans Hughes of the supreme court.
