BALTIMORE, Nov. 6.

Extract of a Letter from North-Carolina October 9.

" We may now be considered throughout this Province a lawless Set of People indeed; for, since January last, we have not had a judicial Precept of any kind whatsoever issued.---.-- This unfortunate Suspension of Government took it's Rise at the last Sitting of our Assembly, on a Refusal to his Excellency the Governor's Demand of 6000 Pounds to make good the Damages Sustained by the Inhabitants of the upper Counties, whose Crops were destroyed during the Disturbances of the Regulators in Governor Tryon's ill. fated Administration."
