Kansas A Free State.—A correspondent of the New York Times speaks of a new scheme for rendering Kansas a free State. It is to memorialize Congress to remove the present boundary line of Kansas northward to the Platte river, and include the same in Kansas, leaving all the beautiful country north of the Platte river in the Territory of Nebraska, thereby giving an addition of actual and bona fide settlers to Kansas of 3,100, of which 900 are voters. Nine-tenths of this population are in favor of freedom to Kansas, and hence the principal object—to make Kansas a free State.
