FROM RIO JANEIRO.
Norfolk, Dec. 30.--We learn from Capt. Rudder, of the Brigantine Decatur, who arrived here on Saturday, from Rio Janeiro which place he left on the 20th November, that the affairs of that Country were in a very unsettled state, at the time of his sailing.
The badge of "Independence or Death," which denoted the adherents to the new Emperor, was not recognized with cordiality, by many of the inhabitants.
New laws and edicts were daily promulgated, and many of those attached to the ancient order of things, were preparing to leave the country. These, anxious to get rid of the paper currency in their possession had gone into the market and purchased all the coffee they could lay their hands on, which had caused that article, to advance from 4 to 70 Rs. the arroba.
The Prime Minister had resigned his office, and nearly all the other members of the cabinet had followed his example; but this measure had produced much clamor among their friends, all of them, with one exception, were prevailed upon to resume their official duties, upon a promise being made to them, that the laws for the punishment of traitors, should be rigidly enforced. This occurrence gave rise to a Proclamation from the Emperor, for purging the country of those hostile to his newly established government.
In the expedition fitted out at Rio, some time since, against Bahia, there were 50 or 60 sailors and soldiers, who refused to fight against their own countrymen, to establish the power of the Emperor, They were driven from the Camp St. Anne under the most severe corporal chastisement, to which the Emperor was an eye witness.
This is whipping men into liberty with a vengeance.
Don Pedro was proclaimed Emperor of Brazil on the 12th October.
