Cheyenne, Wyo., Jan. 4.—The largest turn-over made by one retiring Cheyenne city administration to another is in the hands of W. H. Owens, new city commissioner of finance. It is $406,402.69, of which about $70,000 is in the general fund and the balance in the sewer construction fund. The latter was raised through the sale of municipal bonds and during the present year will be disbursed for sewer construction. The $70,000 balance left in the general fund by the retiring administration compared with a deficit of more than $60,000 in this fund when they took office two years ago.
