FROM MARACAIBO.
We yesterday acknowledged the receipt of a file of Maracaibo papers to the 14th ultimo, by the sloop Sally. On looking over them we find that the paper of the 31st of March contains an official statement of the population of the several Departments and Provinces in the Republick of Colombia, which have declared themselves independent; and also a statement of the number of Senators and Representatives, which each is entitled to elect. From this document we learn that the seven Departments of Orinoco, Venezuela, Zulia, Boyaca, Cundinamarca, Cauca, and Magdalena, including 23 provinces, contain a population of 2,014,600. Each Department is entitled to four Senators, making twenty-eight, and the Provinces, seventy-three Representatives.
To the above is added the population of Panama and Veraguas, amounting to 80,000, which are also entitled to three Representatives.
The document concludes with a statement of the population of the Captain-Generalship of Quito, composed of seven Provinces, which has not yet declared its independence.
