THE HOLY ALLIANCE.
It is said that the Emperors of Russia and Austria and the King of Prussia are soon to meet at Toepliz, for the purpose of forming the objects of the Holy Alliance. It will be remembered that this convention was concluded between those sovereigns at Paris last autumn, & that its publication at St. Petersburg on the 25th of December was preceded by a proclamation of Alexander, declaring the principles upon which it was originated and the great results which it was destined to produce.
"As we have learned," says the Proclamation, "from direful consequences that the course of former political connexions between the powers of Europe had not those true principles for its basis, on which the wisdom of God, in his revelation, has founded the tranquility and prosperity of nations, therefore we in concert with their Majesties the emperor of Austria and the King of Prussia, have proceeded to establish an Alliance, to which the christian powers have been invited to accede, in which we mutually bind ourselves, both for us and for our subjects, to adopt as the only means of attaining the end, the principles derived from the words and the religion of Jesus Christ, who teaches mankind to live as brethren not in hatred and strife, but in peace and love."
The first article of the convention is couched in nearly similar terms. The second announces,
"That the three allied sovereigns look on themselves as merely delegated by Providence to govern three branches of one family, thus confessing, that the Christian nation, of which they and their people form a part, in reality have no other sovereign but Him to whom alone power really belongs, because in Him alone are found all the treasures of love, science, and infinite wisdom; that is to say, God, our Divine Saviour, the Word of the Most High, the Word of Life."
It concludes with recommending earnestly to their people the exercise of religious duties. -The third, and last article, invites all other powers who coincide in these principles and views to accede to this "Holy Alliance," and promises they shall be received with equal ardour and affection.
It appears that some who think themselves entitled to the name and influence of philosophers, not only undervalue the efficacy of this compact, and suspect the good faith of the high contracting parties, but repudiate altogether the principles upon which it is founded. Some of them by the force of the profound penetration with which they are endowed, have discovered that the holy alliance is directed against that spirit of freedom, which they see rapidly rising and extending through all the northern nations.
They do not seem, however, to recollect, that the fanaticism and mummery of the Illuminati have been exposed and justly stigmatised, nor do they apprehend that those who would now endeavor to revive the vulgar shout which they sounded so long against legitimate and established authorities, are at this day infinitely more sure of attracting derision than of collecting respect upon their fraudulent pretensions. Nothing deserves from us more utter contempt than the exertions which these "enlightened classes" are penally employing to connect the spirit and doctrines of British liberty with those extravagant and visionary speculations which have long interrupted the repose of Europe. Terrible experience has demonstrated their power in France, and has uncovered the vile source from which they invariably sprung. From the first character to the last in the hideous history of its revolution, there was not one who for a moment, contemplated the general welfare. The victims of unbounded passion and ambition, that recognised no superior either in Heaven or on earth, they all drove on their sanguinary career not to establish the rights of man, not repair the happiness of society, but to raise their own sole dominion and stretch it over the entire Western world. The sacred shrine of liberty was profaned by the drunken prayers which they offered, and the adulterated incense they burned at the altar. If therefore, the Holy alliance were merely directed against the return of those inauspicious principles, or if it were only destined to form an eternal rampart against their future progress, it was not alone wise or providential. it is the indispensable duty of these sovereigns to have entered into such a salutary union.
But this important object did not concern Austria, Russia and Prussia alone --it concerned all European nations, and accordingly it was expressly contemplated in the treaty which was concluded at Vienna between all the allied sovereigns. Hence it follows, that the holy alliance must have been found necessary from some ulterior motive Others, therefore, of the "enlightened classes," triumph in the hope, that the sacred compact is secretly fraught with destruction to the Bourbon dynasty. Now, in the name of common reason, can it be supposed that those same powers who exhausted their coffers, and sacrificed the blood of their people in the restoration of that ancient house, should now unanimously aid each other in traversing the work which they wove with so much hazard, and gilded with so much glory? Did they not possess an ample and effectual opportunity of unfolding and enforcing any objection
