Extract of a Letter from Utrecht, dated Dec. 21.

There is no more Talk of Lord Harrington's coming to the Hague, to press the States General to declare themselves openly in the present War, and agree upon a Plan of Operations for the ensuing Campaign. It is certain, however, that Mr. Trevor has receiv'd Orders to insist more strenuously than ever on this Article; but in all Appearance the Republick will not resolve upon such a Step, till the Confederacy actually in Agitation is well consolidated, and the Adverse Party have refus'd the Conciliatory Methods that may be propos'd to them.
