Friday, January 24.
The following bills were read the third time and passed: An act extending the privileges of the act therein recited to Charles Slade; An act to incorporate such persons as may associate for the purpose of procuring and erecting public libraries; An act to establish a road from Shawneetown to the Saline.
Mr. M'Gahey introduced a bill entitled "An act repealing the three years replevying in certain cases;" which was read the first time and referred to the committee to whom was referred the bill concerning judgments and executions.
Mr. Field, from the select committee to whom was referred the report and resolutions of the States of Maryland, New Hampshire, North Carolina, Kentucky and Massachusetts, on the claim originated by the State of Maryland, to grants of land from the United States for the purposes of education, reported unfavorably to the said claim.
Mr. Ogle introduced a bill entitled "An act to amend an act concerning executions;" which was read the first time, and ordered to be read a second time to-morrow.
Saturday, January 25.
Mr. Widen presented the petition of John H. C. Wagoman and Catherine Wageman, praying for a divorce—referred to Messrs. Will, Widen, and Alexander of Monroe.
The amendment of the Senate to the bill entitled "An act to amend the several acts concerning administrators," which amendment went to abolish Courts of Probate, and transfer the duties of the judges to the Clerks of the Circuit Courts, were taken up and advocated by Mr. Turney, and opposed by Mr. Hansen. Upon the question of concurrence the vote was as follows:
Yeas—Mr. Speaker, Messrs. Alexander, of Pope, Berry, Cairns, Campbell Casey, Davenport, Dorriss, Ford, Logan, M'Partridge, M'Ferron, M'Intosh, Ogle, Pugh, Phillips, Rattan, Trotier, Turney, Whiteside—20.
Nays—Messrs. Alexander, of Monroe, Blakeman, Churchill, Daimwood, Emmitt, Hansen, Lowry, Mather, M'Gahey, Moore, Pell, Sims, West, Widen, Will, —15.
So the Courts of Probate were abolished.
Mr. Trotier introduced a bill entitled "An act supplemental to an act for the benefit of the inhabitants of Cahokia and Prairie du Pont: which was read the first time, and ordered to a second reading on Monday next.
Monday, January 27.
Mr. Turney presented the petition of Sarah Burrows and Daniel Dow, praying to be divorced from the bands of matrimony—referred to Messrs. Turney, Mather, and Alexander, of Pope.
The bill from the Senate, forming a new brigade out of the first brigade, first division, Illinois Militia, was read the first time, and ordered to a second reading to-morrow.
The Speaker laid before the House a communication from G. R. Guy, relating to a new system of military tactics, which he presented to the Legislature for their approbation and adoption—referred to the committee on the militia.
On motion of Mr. Field, Leave was given to withdraw the petition for a new county out of the counties of St. Clair, Washington, Bond, and Madison.
Mr. Phillips introduced a bill for the relief of the Justices of the Supreme Court; which was read the first time, and ordered to lie on the table.
The House went into a committee of the whole upon the bill to divorce Eulalia Goforth from the bands of matrimony, and after some time spent therein, the Speaker resumed the chair, and Mr. Hansen reported that the committee of the whole had stricken out all after the enacting clause—in which report the House concurred.
Tuesday, January 28.
Mr. Logan presented the petition of the Cumberland Presbyterians, praying further legislative aid, so as to embrace certain objects in the petition contained—referred to Messrs. Logan, Phillips, and Emmitt.
Mr. Daimwood presented the petition of Samuel M'Clintock, commissioner on the part of this State to run the boundary line between Indiana and this State, praying relief—referred to Messrs. Daimwood, Ford, and Pell.
Mr. Will introduced bills of the following titles: An act to authorize John Ankeny to build a toll bridge across Big Muddy river; An act appointing commissioners to run the line between the counties of Randolph and Jackson; which were severally read the first time, and ordered to be read a second time to-morrow.
The resolutions accompanying the report of the select committee, to whom was referred the reports and resolutions of the state of Maryland, &c. were read, together with the report, and concurred in by the House.
On motion of Mr. Dorriss, The House reconsidered the vote upon the bill entitled "An act to amend the several acts regulating administrations."
Mr. West moved an amendment; which again establishes courts of Probate, and makes the Judges elective at each regular session of the General Assembly—which amendment was adopted.
The bill from the Senate entitled "An act for the relief of Wm. D. Noble." was read the first time, and ordered to be read a second time to-morrow.
Wednesday January 29.
The bill forming a new brigade, &c. was read the third time and passed.
Mr. Field introduced the following resolution:
Resolved, That it is the opinion of this House that the Constitution of this State only requires two-thirds of both branches of the General Assembly collectively, to recommend to the electors of this State to vote for or against a convention—referred to a committee of the whole for to-day.
The House then went into a committee of the whole upon said resolution, and amended the same by striking out all after the word "Resolved"—in which the House concurred.
