The Count d'Estaing and the Duc de Chartres, who have not been employed since the engagement of the summer 1778, are certainly going out to the West Indies to take the command of the fleet; two ships are preparing at Brest for their accommodation, La Pomone, a new ship of 80, and La Suffisant of 74 guns, also new. What other ships they will take with them are not mentioned; but it is generally said the reinforcement will be a large one, as it is intended to commence a vigorous campaign again when the hurricane months are over. The negociation goes on but slowly, though the Court of London is said to have removed some obstacles: and his Majesty has power with his allies to manage the out lines for them preemptorily.
