From the government paper of Havanna March 28. 1816. :
By a resolve of his excellency the governor and captain general, and the superintendent and subdelegate of the royal revenue, pro tem. it is ordered, subject to the approbation of his majesty, that the duties on the flour that shall be imported into this island be diminished in the manner following, being an alteration of the provisional resolve of the 9th of May, 1809.
Foreign flour imported in foreign vessels shall pay five dollars per barrel, instead of the eight, that have been paid as royal duties, and besides the municipal duties.
Foreign flour imported by Spanish vessels from a foreign port that paid five dollars, shall pay two per barrel, and also the municipal duties.
Spanish flour imported from a Spanish port in national vessels shall be free from royal duties.
The payment of the duties shall be made indiscriminately, whether the flour be of good quality or damaged: repealing by the present, the customes established as to the flour-damaged; and as to what is provided in the said provisional resolve, respecting the entrepot of flour, its duration and exaction of duties it remains as heretofore. Which is communicated to the merchants in pursuance of the decree of the said superintendent of the twentieth of this month,
