The French officers, returned from the East-Indies, justify the cruelties of Tippoo Saib, if they can possibly be justified, by declaring that the English had committed all kinds of horrid acts on the soldiers taken prisoners from Hyder Ally Khan. The new Nabob, not satisfied with delivering up General Matthews and his companions to their most dreadful punishments, caused also a great number of the English to be mutilated, part of whom are since dead, and others reduced to a melancholy condition. Tippoo Saib hath chosen from among the prisoners those who are versed in any art which may be of use to him; he has sent them up the country, and sent word to the council at Madras that they have turned Mahometans.
