Havana, March 23.—The long-expected revolutionary outbreak has at last taken place in Hayti, and the efforts of the insurgents have been crowned with success. The city of Port-au-Prince is in their hands, and the people are giving in their adhesion to the new Government. After several days' fighting in the vicinity of the capital, nearly all of Geffrard's troops went over to the enemy, and President Geffrard himself was compelled to take refuge on board of a French man-of-war, which at last accounts was carrying him and some of his officers to Jamaica.

No particulars, excepting those contained in a telegraph dispatch from Santiago de Cuba, have been received here, and thousands of rumors regarding this event are in circulation. Several French men-of-war, belonging to the late Mexican Blockading Squadron, will stop at Hayti and enforce the French claims against the Republic, and perhaps try to gain possession of the island by some diplomatic trick under the guise of a French protectorate, which is ardently desired by a certain party in Hayti, who are tired of these continual revolutions and disturbances of the public peace, leading a life of continual apprehension, and without security to persons or property.

From Kansas.

Lawrence, Kansas, March 28.—City officers were put in nomination last night, after a prolonged contest. Thomas B. Eldridge, license candidate, was nominated on the fifteenth ballot. In Leavenworth the Democrats have nominated a straight party ticket.

A large number of cattle have died in various parts of the State recently, in consequence of the severe weather and lack of feed. So cold weather as the present has never been known in Kansas. It has greatly moderated within the last three days.

The suffrage question is beginning to be agitated throughout the State. The proposition to amend the constitution allowing negroes to vote will undoubtedly be adopted; to allow women to vote, rejected. An attempt is being made to carry female suffrage through on the probability of impartial manhood suffrage.
