Official investigation shows that our army in the Philippines has been far more cruel and brutal than was that under Weyler in Cuba, on account of which we went to war with Spain. Published facts show that the president and the war department knew of these crimes against humanity all the time but did nothing to stop it until public opinion based on the work of the newspapers compelled action. One great Texas daily plainly intimates that the president knew nothing of these outrages, he being a humane man would have stopped them.
The president is commander-in-chief of the army, and if he did not know what the army was doing, how can he explain his ignorance? Also, these things were widely published in responsible newspapers. Does not the president read the papers? Do we need to 'learn of the barbarians?' --Farm & Ranch.
