Will Cause no Change in the Plans of Secretary Root—Original Program to Be Carried Out.
Washington, Sept. 23.—The Cuban situation will not be allowed to affect the program originally arranged for Secretary Root at Panama. A dispatch was received by the state department announcing that the secretary and John Barrett, U. S. minister to Colombia, will proceed from there in several days to Cartagena. There they will meet President Reyes, of Colombia, and his minister of foreign affairs and discuss with them the negotiations for the re-establishment of friendly relations between Colombia and the United States.
The announcement that Secretary Root still intends to proceed to Cartagena indicates here that President Roosevelt is content to leave the settlement of the Cuban affair in the hands of Secretary Taft and Assistant Secretary Bacon.
