"No general measure has yet been adopted respecting American commerce;—therefore vessels which hereafter arrive will probably be subjected to the same tedious formalities and restrictions as have been experienced by those which have arrived since November."

The letter of the French minister of foreign affairs, which announces the release of American vessels which arrived in France subsequent to Nov. 2—mentions it as a special act, and does not say that vessels, even under the same favorable circumstances, which should subsequently arrive, would not be PROVISIONALLY SEQUESTERED. There is NO NEW REGULATION OF COMMERCE IN FRANCE.—ibid.
