Washington, July 4.

On Thursday last, Augustus F. Foster, Esq. was presented by the Secretary of State to the President of the U S. and exhibited his credentials as Envoy Extraordinary and Minister Plenipotentiary from G. B. to the U S.

Mr. Morier was also presented, as Secretary of Legation, and Mr. Baker attached to the Legation.

Washington, July 2.

The frigate Essex, Capt. Smith, has at length arrived in this country, having on board Wm Pinkney, Esq. our late minister to Great Britain, after a passage of 49 days.

On the same day, a few hours before the Essex, arrived at Annapolis the British frigate Minerva, Capt. Hawkins, of 32 guns, having on board Augustus J. Foster, Esq. the British minister to our government. The Minerva sailed from England six or seven days before the Essex.

Mr. Pinkney arrived in this City on Sunday from Annapolis. Mr. Foster reached the City the same day, together with his suite.

By the Essex dispatches are received from France, the contents of which rumor has not yet wafted to our ears.

The Minerva sailed six days previous to the Essex, but arrived in Bay about two hours before her. After discharging Mr. Foster's baggage, she immediately sailed for New Foundland.
