HAGUE, January 16. We learn, that on the report made in the Assembly of the States-General by M. Van den Sandheuvel, on occasion of the strong instances made by Mr. Adams, Minister Plenipotentiary from the United States of America, for a categorical answer to his memorial, the Deputies of all the Provinces had taken this requisition de referendum, in order to demand the necessary instructions of their constituents. In general, it is agreed, that the step taken by the American Minister, could not have been better timed. For in fact, the capture of St. Eustatius raises obstacles to the project of a particular peace with England, which are very favorable to the forming of political Connections with a state, with which we bear such strong resemblance, and can contract the strongest ties of interest.
