Full Text

Peace approaches to end the fears of the Republic, and gratify the ambition of Joseph II. The concessions made by the Dutch have been accepted, because they were just such as the Emperor wanted to prove their weakness: and those were offered because the mediators between the two powers foresaw no advantages that could arise from their being obliged to assist the Dutch in a war against the Emperor. From this transaction, which by the last accounts appears to be nearly concluded, the Emperor knows the strength of the Dutch. He sees the interest they have at the Court of Versailles -- and this is a piece of experience which he will not fail to remember on some future occasion.
