The Black Flag.

The rebels don't relish the proclamation of the President, which declares their human chattels forfeit, if they do not lay down their arms by the first of January, and they threaten to raise the black flag "to secure its withdrawal or arrest its execution." Some of the rebels even propose to exterminate the North: These ravings and threatenings of the traitors furnish the most conclusive proof of the wisdom of the proclamation. By them we know the "range of the battery," which the rebels cannot silence by threats nor spike by retaliatory measures.

For the first Northern soldier put to death, suppose New Orleans be burnt in sacrifice, as the first recognition of the "black flag." For a retaliatory measure, the levees of the Mississippi might be opened, and the rebels would soon realize what the doctrine of "extermination" meant.

No, the proclamation will not be withdrawn, even if the bloody instructions of the rebels return to plague the inventors in the manner we have indicated. This is the sentiment of the Northwest, and rebeldom might as well ponder over it. - Chi. Jour.
