MEMORIAL TO
HARDING

WASHINGTON, Jan. 17.—Disabled American veterans of the World war have memorialized President Harding, asserting that more than 35,000 mentally disabled veterans placed in state institutions are the victims of such "gross neglect, indifference and profiteering as to constitute the blackest reproach in the nation's honor." Immediate action was requested toward the treatment of such cases in federal institutions. It was said many service men have been committed to permanent insane asylums who might have been cured with proper care and attention.
