The Collectors of the Customs of Liverpool, for the purpose of preventing the emigration of British seamen in neutral ships, has lately determined that the master of every foreign vessel shall, before she is permitted to clear out, deliver in to him an exact list of the names, and the places of the birth of his crew, together with an account of all the passengers that may be engaged to sail in her, and by requiring him to declare, under a solemn oath, that he has not engaged nor will engage any British mariner in the service of his vessel, and that he will not suffer any person of that description to proceed to sea in her; and immediately before she leaves the harbour, the crew and passengers are mustered by the Commander of the Viper revenue cutter, who has positive orders to prevent the sailing of any vessel where it shall be discovered that the accounts of the masters were untrue.
