Here are the latest developments in the Cuban situation:
Acting U.N. Secretary-General U Thant to meet again today with Fidel Castro to discuss U.N. supervision of removal of Soviet offensive weapons from Cuba. Castro reportedly told Thant Tuesday he would reject U.N. supervision unless the United States abandons its naval base at Guantanamo Bay. The United States has rejected the proposal outright.
Thant to fly to New York today to begin negotiations with U.S. and Soviet representatives on removal of Soviet weapons from Cuba.
Exile Cuban Revolutionary Council in Miami, Fla., wired Thant that any agreement he makes with Castro won't stop their attempts to overthrow the Cuban Communist leader.
The U.S. Navy pulled its Cuban arms blockade into a tighter patrol area, it was learned, but the new boundaries were not disclosed. The quarantine, suspended Tuesday along with aerial surveillance of Cuba, had included areas 600 to 700 miles from Cuba.
There was no visible relaxation of the U.S. military buildup in the Florida keys, 90 miles from Havana.
Washington authorities said President Kennedy's pledge not to invade Cuba if Soviet missiles are withdrawn does not rule out the use of force if Cuba should again pose a major new threat to the hemisphere. And these officials say U.S. efforts to isolate Cuba from the rest of the hemisphere will continue.
Sen. Vance Hartke, D-Ind., proposed that former President Dwight D. Eisenhower take himself out of the political campaign, saying that some of Eisenhower's campaign statements might be "misleading" because they indicated "there is room for criticism of the position taken by the President." Eisenhower was not available for comment.
Sen. Hugh Scott, R-Pa., declared that missile bases were in Cuba "a long, long, time before the President spoke" a week ago, and said he and other Republicans had "very hard information" early in September that the Soviets were building missile sites in Cuba.
President Tito of Yugoslavia called for an international guarantee including the United States— of Cuba's independence, sovereignty and integrity.
Castro is sending two top diplomats to strengthen his U.N. team, Foreign Minister Raul Roa and Carlos Lechuga, ambassador to Mexico. There were rumors Cuba's U.N. ambassador, Mario Garcia-Inchaustegui, might be pulled out.
