SENATE.
March 4.—Mr. Preston offered the following resolution; which lies one day for consideration.
Resolved, That it is expedient, the States of Maryland and Virginia assenting thereto, to retrocede the District of Columbia to those States, with such reservations as may be necessary for the Government.
March 5.—Mr. Clay presented a petition for a Marine Hospital at Louisville—accompanying it with some remarks on the wants and claims of the West to the aid requested. Referred to the Committee of Commerce and ordered to be printed.
March 10.—A message was received from the President of the United States, transmitting the proceedings of a Convention held at Little Rock, in the Territory of Arkansas, to form a Constitution and State Government for that Territory.
Mr. Buchanan moved to refer the message to a select committee.
Mr. Clayton moved to refer it to the select committee raised on the Michigan application.
Mr. Buchanan asked for the yeas and nays on his motion, which were ordered; and the question being taken, was decided as follows:
YEAS—Messrs. Benton, Brown, Buchanan, Cuthbert, Ewing, of Ill., Grundy, Hendricks, Hill, Hubbard, King, of Geo., Linn, McKean, Morris, Nicholas, Niles, Robinson, Ruggles, Shepley, Tallmadge; Tipton, Wall, White.—22.
NAYS—Messrs. Black, Calhoun, Clay, Clayton, Davis, Ewing, of Ohio, Goldsborough, Knight, Leigh, Naudain, Porter, Prentiss, Preston, Robbins, Southard, Swift, Tomlinson.—17.
On motion of Mr. Buchanan, the select committee was ordered to consist of five members; and the balloting for the committee was postponed until to-morrow.
The bill to establish the northern boundary of Ohio, (the Michigan boundary,) was ordered to be engrossed for a third reading.
March 11.—The following resolution was offered by Mr. Linn:
Resolved, That the Committee on Public Lands be instructed to inquire into the expediency of surrendering to the State of Missouri, that portion of the Public Lands lying in the counties of Cape Girardeau, Scott, New Madrid, Stoddard and Wayne, which have been reported by the Deputy Surveyors to the Surveyor General as not worth the expense of surveying; on condition that all the moneys arising from the sale of such lands be expended under the direction of the Legislature of Missouri for the purpose of draining the swamps, preventing inundation, and removing obstructions to the navigation of such water courses as take their way through said lands.
HOUSE OF REPRESENTATIVES.
March 1.—Mr. Sevier, on leave, presented a statement containing the census of the population of Arkansas, which was laid on the table and ordered to be printed.
March 3.—Mr. Harrison, from the committee on the public lands, reported a bill to authorise the Missouri and Mississippi Railroad Company to construct a railroad thro' the public land, and for other purposes.
Mr. Dunlap from the committee on the public lands, reported a bill granting to Henry M. Shreve the right of pre-emption to eighteen sections of public land for his services in removing the raft on Red river.
March 4.—Mr. Sevier, on leave presented an Ordinance of the Convention lately assembled in Arkansas, for the purpose of forming a State Constitution; which on his motion was referred to the committee on Territories: and ordered to be printed.
The amendment of the Senate to the joint resolution of the House for the establishment of certain post-routes in Missouri, Arkansas and Wisconsin, was concurred in.
March 10.—A message was received from the President of the United States transmitting the proceedings of a Convention held at Little Rock, in the Territory of Arkansas, for the purpose of forming a Constitution for a State Government in the same, with other documents connected with the subject, which was referred to the committee on Territories.
