FRIDAY, Dec 31.
The house proceeded to consider the preamble to the resolutions heretofore unanimously adopted by the house, on the subject of the foreign relations of the U. States, which preamble was laid upon the table, when the said resolutions were adopted;
A motion was made to strike from the preamble the following words, "As if France and not herself had been the mistress of this invention," and the question being put on the motion for striking out the said words, it passed in the negative.
The question being then put on the preamble as reported by the committee, it passed in the affirmative.--Ayes 140--Noes 22.
