Residents In County Already Planning On Expansion Program
TOWSON, Md., Jan. 18. (AP) - Baltimore county's 240,000 residents have the jump on the rest of the nation-they have, in black-and-white, a detailed post-war construction plan.
What's more. these suburbanites around the city of Baltimore know almost to a penny what it will cost.
The program, drawn up at their request by the Maryland Planning commission, will provide plenty of employment besides bringing to the county enduring benefits in the shape of new roads, schools, hospitals, sewage systems and the rest of the facilities that go toward making a better community life.
Members of the planning commission said the program was the first of its type in the country and that it would serve as a model for similar county studies throughout the country.
Heads of various departments of Baltimore county, civic organizations, industrial and business leaders and private citizens all had a hand'in working out the plan.
The commission acted as a "collection base" for ideas and then drew up the overall program.
For instance, the county health department made a survey of its post-war needs and submitted plans for new hospitals. tuberculosis clinics offering free examination to every resident, venereal disease control, ante-natal and post-natal clinics, an increase in the number of county health nurses and doctors and new food and health regulations.
The fire and police departments, under the program, would be expanded and fire inspection laws would be enacted.
Among other things, the county roads system would be modernized completely-complete zoning survey would be made and recorded on maps--a county planning commission would be created-public libraries would be set up in all sections of the county-the school system would inaugurate new courses of study.
The program will require a capital outlay of $10,148,400 and will add $981,000 in operating expenses to the annual budget -but the people think it will be worth all of that and more.
