THE EMPRESS CARLOTTA.
Her Rumored Visit to the United States.
What shall I say now of the most interesting, and, in an American point of view, of the most exciting and perplexing question of the day. Of Mexico, of this unfortunate country, blessed above all others with the treasures of inexhaustible nature and with an incomparable climate, and losing all her gifts in endless quarrels and bloody strife? At this moment a great deal is said about it in Paris and London, but with what knowledge and accuracy is a thing which it is impossible for any one to appreciate.
The French Government is extremely reserved in its communications, and as undecipherable as an Egyptian sphynx as to its future course. The Empress Carlotta is here, trying, it is said, to make it modify its intention in reference to the withdrawal of the French troops, whose departure would be postponed until the organization of an army of natives, which is now carried on with great energy by Maximilian, be completed.
She is also represented as having demanded an extension of time for the payment of the interest due on Mexican bonds, and as having applied to several capitalists for the relief of the Mexican finances. But, as I have said, nothing is positively known as to the nature and results of her visit to the Emperor, except those general surmises which originate in the well known precarious condition of Mexican affairs, and in the necessities of the shaky Mexican empire.
It would seem, however (please mark that I speak only from appearances), as if the Empress, although having succeeded in carrying a few unimportant concessions, had failed in her mission.
According to a story afloat, which I give for what it is worth, she is not to receive any assistance from France unless she obtains beforehand the consent of the American people; that she would then visit in that view and to whom she would explain the real condition of affairs in Mexico. The Empress Carlotta is a good public speaker, as she has abundantly proved in Yucatan and elsewhere, and as her grandfather, ex-King Louis Phillippe, has been, I believe, a teacher in the United States, she would avail herself of that fortunate reminiscence to make an appeal to the good sense and generosity of the great American Republic. The general impression in official circles is that her presence in New York and in Washington, where Maximilian has been and is still so poorly represented, would modify the sentiments of the nation and interest it in a cause, which, in the estimation of a great majority, is the cause of progress and civilization.—Paris correspondence New York Tribune.
