Elkins at Martinsburg.

MARTINSBURG, W. VA., October 28 - Hon. S. B. Elkins arrived here about noon yesterday and was taken to one of the hotels, where he received all the local Republican politicians, and it is said contributed a large sum of boodle to the Republican campaign fund to be used in this county.
He addressed a Republican mass meeting at night of about 1,000 people, including about 150 ladies and a large number of Democrats, in the Central Opera house. About two-thirds of the audience remained until he concluded.
The city band was on hand and helped materially to hold the crowd and keep up the enthusiasm. He repeated the same old speech he has been making throughout the State.
