LONDON, Aug. 18 (ANP)—The question of political federation has been addressed to governors of seven British colonies in the Caribbean area.
That revelation was made here by the secretary of state before the house of commons. A dispatch has been sent to the governors of Bahamas, Barbados, British Guiana, Jamaica, Leeward islands, Trinidad and Windward islands, he said.
The question of political federation is in line with British policy to quicken the progress of all colonial peoples toward self-government, he declared. The ultimate aim of such federation will be full internal self-government within the British commonwealth.
In the British Caribbean colonies the more immediate purpose of developing self-governing institutions in the individual territories should keep in view the larger project of their political federation as being the end to which the policy should be directed in accordance with the view of the Royal commission of 1938-39, he pointed out.
An important point emphasized in the dispatch is that attention should not be concentrated solely on the political aspect of federation. The work of the Anglo-American Caribbean commission, notably the West Indian conference held in Barbados in March, 1944, and the organization under the comptroller for development and welfare, have brought the West Indies much closer together.
No outside force will be employed to make the colonies accept federation, the secretary of state declared. Such political unity must "come from within and not from outside the area," even though the British government will attempt to promote such a unity and remove obstacles that may block federation.
The question of one or two federations is to be decided by the colonies themselves. A Windward islands conference on constitutional reform was held in January with a recommendation that a joint conference should be held with the Leewards to discuss federation. The
Bahamas may or may not desire to join the western group.
