Full Text

Algiers, July 6. Commodore Keppel who with three Sail of English Ships lay a Month in this Port, concluded in that Time a Treaty of Peace, by which it is stipulated that the English Packet Boats shall not take Passports, but that our Corsairs shall be content with the Captain's producing his Commission. The new Passports given out here are not to be insisted upon as necessary, 'til a Year after they bear Date, and with Respect to the Ships bound to the East and West-Indies, not 'til two Years. He has also concluded a Treaty of Commerce which it is supposed must be very advantageous, since the Presents made to the Dey and his Chief Ministers are magnificent to the last Degree. As the Commodore did not insist this Time upon the Title of Excellency, the French Consul, and the principal Merchants of that Nation, visited and paid their Compliments to him.

On the Article of Commerce, the Dey expresses himself in the following Manner in a Letter he has just wrote to the King of Great-Britain.

The English Merchant-ships shall enjoy the Advantage of trading in all the Ports and Places within the Dominion of the Kingdom of Algiers, where they may make the best Bargains they can with the Inhabitants. It has been customary hitherto to obtain a special Permission for this from the Beys who command in the respective Places. But henceforth it shall be sufficient for the Alcaides to see that they have no contraband Goods on Board which, in such Case, will be subject to Confiscation.

Event Details

Commodore Keppel, with three English ships, stayed a month in Algiers and concluded a Treaty of Peace stipulating no passports needed for English packet boats beyond captain's commission, with delayed enforcement for new passports (1 year generally, 2 years for East/West Indies ships). He also concluded a Treaty of Commerce advantageous to England, evidenced by magnificent presents. Not insisting on 'Excellency' title led to visits from French Consul and principal merchants. The Dey wrote to the King of Great-Britain stating English merchant ships can trade freely in all ports, needing only Alcaides to check for contraband, no longer requiring special permissions from Beys.
