Duluth, Minn.—Rev. Denzil Carty, rector of St. Philips Episcopal church, St. Paul, is the new president of the Minnesota State Conference of the NAACP. Rev. Carty was elected along with other officers at the annual conference which met Saturday, Oct 20.
President Truman was urged to call the Senate into an immediate special session to amend the filibuster rule in a resolution adopted at the meeting held here Saturday. Present Senate rules require 64 votes for cloture and make it almost impossible to halt a filibuster. The Rules Committee has been holding hearings on a bill proposed by Senator Hubert H Humphrey and others, which would make it possible to limit debate by a simple majority vote. A special session now to act on this proposal would afford Rev. Carty, excellent chance for its adoption. This would remove the principal barrier which now stands in the way of the enactment of civil rights legislation by the national Congress.
Urged FEPC Passage
The Conference also adopted resolutions calling for the enactment of federal, state and local FEPC laws, urging the construction of low rent public housing with emphasis on slum clearance and the rehabilitation of blighted areas.
Jolt Senator McCarthy
In another resolution, the Conference attacked the methods used by Senator McCarthy, Westbrook Pegler and others because they "have slandered and persecuted many innocent people, and might well be used to restrict the effective work for civil rights of such militant, democratic organizations as the NAACP."
In another resolution, the Conference went on record against a proposed amendment to the Federal law regarding relief aid to the states to conceal the names of recipients. They pointed out that "the amendment may work a hardship upon working men and women and their families, especially children who would suffer for the economic plight of their parents," and called upon other groups to join them in this struggle to maintain the privacy and dignity of individual citizens.
Other resolutions call for a strengthening of the NAACP organization throughout the state and called upon individual citizens to make use of the existing State Civil Rights Law and the Minneapolis Fair Employment Practice Ordinance by reporting incidents of discrimination to NAACP and the Minneapolis FEPC.

The following officers were elected to serve throughout the coming year: president, Rev. Denzil A. Carty of St. Philips church, St. Paul; first vice-president, J. Nathaniel Smith of St. Paul; second vice-president, George Dozier of Duluth; secretary, Mrs. Eva A. Bellale of St. Paul and treasurer, Frank M. Smith of St. Paul. Members elected to the Executive Board were William E. Gratie Jr., of Minneapolis, Mrs. Addie C. Few of St. Paul, and R. J. Simmons and George Laund of Duluth. Committee chairmen to be appointed later will also serve as members of the state executive board.
