Fresh intelligence from French Hispaniola, by the schooner Regulator, Captain White, arrived at Norfolk. (Capt. White was taken on his passage and carried into Jamaica, but restored after 48 hours detention.)

On the 17th August (two days before Capt. White left Aux-Cayes) the mulatto general, Rigaud, was proclaimed commander in chief of the south part of Hispaniola, by the authority of the commissaries, Santhonax and Polverel.

Capt. White saw the Penelope frigate of 36 guns, Capt. Rawley, and a Philadelphia ship, on their way up to Jeremie, with a large body of French emigrants from Jamaica, commanded by a Mons. Lepino, to assist those unfortunate people who were holding out against the Commissaries at that place.

The mulatto General Rigaud, in concert with the commissaries, had passed an edict that any slave, on entering in the army, shall receive their freedom, provided they will go in the body of troops they were forming to attack Jeremie, and which were to amount to 4000.

That since the affair of the 18th of July (concerted by the mulattoes for the extirpation of the remainder of the unfortunate whites of Pare aux Cayes, and Torbeck) the mulattoes have imprisoned such of the whites as escaped the massacre of the above date: and tired with slaughter, they agreed to liberate them on condition they immediately departed for the continent of America. On the 7th of August the mulatto generals, Rigaud, and Turreau, the mulatto commandant at Aux-Cayes, arrested all the military officers, and conducted them prisoners to Fort St. Louis; they armed the negro slaves against their masters, and committed the most unheard of cruelties on the whites. This was done with the approbation and countenance of the commissaries.

Capt. White informs, that a 74 gun ship and a frigate were to leave the convoy of merchantmen in a certain latitude, and proceed to New-Providence, to regulate the honest conduct of the virtuous subjects of that place.
