CONGRESS.

The following proceedings of Congress yesterday are additional to those published in the Gazette of that day:

In the Senate the morning hour was occupied in a discussion relative to the twenty-second joint rule providing for the counting of the vote for President and Vice President. Without action the matter went over, and the Centennial Appropriation bill came up. Mr. Randolph, of New Jersey, made an earnest appeal in favor of the bill. Mr. Jones, of Florida, and Mr. Carpenter, of West Virginia, spoke in favor of the bill. Mr. Ransom favored, and Messrs. Thurman and Saulsbury opposed the bill. The question was then taken on the bill without the preamble and it passed—yeas 41, nays 19. The preamble was passed by a rising vote. So that the bill having passed as it came from the House, only requires the signature of the President to become a law. The Senate then adjourned till Monday.

The House, in Committee of the Whole, resumed the consideration of the Consular and Diplomatic Appropriation bill. Amendments were agreed to providing only one Minister for Sweden, Denmark and Norway, at $5,000 per annum, and fixing the salary of the Minister Resident and Consul General to the Hawaiian Islands at $3,500. The salary of the Secretary of Legation at China, when acting as interpreter, was fixed at $4,000. The number Consulates was increased by adding Beirut, in class 6, and Kingston, Jamaica, in class 7. The other items were unchanged. The committee then rose and reported the bill as amended. All the amendments were agreed to by the House in block except that abolishing the Mission to the Hawaiian Islands, upon which a separate vote was demanded by Mr. Hale, of Maine. The amendment was, however, agreed to—yeas 191, nays 2. It appropriates $914,000, which is $170,000 less than last year. The House then adjourned until Monday.
