Illegally Constructed.

Chicago, April 4.—It now develops that the seven story building at 14 and 16 Pearce street, the collapse of which Friday night caused the death of eight people and the maiming of a score of others, was illegally constructed. An examination of the records at the building commissioner's office revealed the fact that a permit for a three-story building had been issued. Commissioner O'Neill at once began an investigation and he threatens to prosecute Samuel Young, the proprietor, both criminally and civilly.
