Legislature of Virginia.
On Tuesday, the Senate rejected the address to
Mr. Jefferson, which had been adopted by the H.
of Delegates. Ayes 15, Noes 5.
The Senate have adopted the bill respecting the
court of Appeals, with certain amendments, which
have been agreed to by the H. of Delegates. One of
these is to prevent the judges from granting an appeal
on Writs of Error or supersedeas during the
session of the court.
Another is to alter the
terms of the session. The annual period of
Service is now to consist of three terms and 126
judicial days. The term commencing on the 1st of
January, is to consist of 45; on the 1st of June, of 36;
on the 1st of October, of 45. Of course this bill
has now passed into a law.
The Revenue bill has passed through two readings,
and is now engrossed for a third. It contains
the following new objects of taxation: 1st a tax of
per centum on the profits of wharves, ferries
and Toll-Bridges: 2d. a tax of
dollars on
the license of Vendue masters, granted by corporations:
3d. A tax upon ordinary licenses of 5 dolls.
for every 100 dolls. of rent paid by the tenant; if
proprietor keeps his own ordinary, the same rate upon
the rent, to be ascertained by commissioners: 4.
A tax of
per cent upon the stock deposited in
the Branch Bank of the United States, at Norfolk,
and upon the stock of the Virginia Bank. Half per
cent is spoken of to fill up the blank. The proposition
was first made respecting the U. States stock, & carried
by a considerable majority. A proposition was
then made to introduce the Virginia stock and carried.
For this joint proposition, there was a vast majority,
there being only 5 dissentients.
