NEW-YORK. Feb. 10!

By the sloop Julia, in seven, and the ship Betsy, in ten days from Charleston, we learn, that the House of Assembly met on the 23d ult. and elected the Hon. John I. Pringle Esq. Speaker. That Honourable House have authorised a serious enquiry to be made, whether or not, any or which of the articles of the treaty of peace with Britain have been broken by the States of America, in order to determine, whether Britain, has a right to retain a post in the western territory! Questions no less serious than important.
