From the Washington correspondent of the Baltimore Sun says:―'The opponents of the African enlistment bill in the House have gained much in the discussion of that radical measure. The bill, as it stands, cannot be passed. It will probably be so amended as to exempt from its operation the loyal border slave States. Thus it can take effect only in those States where the Federal military power has but little foot-hold. It will also be so amended as to provide that no negro officer shall command a white officer.'
