of Jan observes :-
From a construction that has lately
been put on the Treaty concluded in 1815
between the United States and Great
Britain, it appears that goods exported in
American ships, from this country, are
only subject to duty of one half per cent.
instead of one per cent. as has been paid,
and I have taken measures to obtain a
return of the amount of duty overcharged
for the shipments I have made to the
United States, in which I have but little
doubt of succeeding
