FROM CARACAS.

The latest accounts received at New York by the Henry Clay, state that the Patriots had wrought up their courage to a desperate phrenzy against their European masters, and put to death all, without distinction, that were natives of Old Spain or the Canary Islands, with the exception of a few only, on whose fidelity to their cause they could firmly rely. Various numbers, in different cities throughout all the provinces or states, have suffered, so that it is not easy to ascertain the whole; but by the reports of such places, as Calabozo, Caracas, La Guaira, &c. we suppose the whole cannot amount to less than 2,000 or 3,000. It is said they generally formed a kind of tribunal on these unfortunate Europeans before sentence, and that they were shot by the military of the Patriot or Creole forces, and afterwards their bodies were piled together and burned.

It may not be improper here to remark, that the British first encouraged this revolution in its commencement, and more particularly under the direction of the adventurer, Francisco de Miranda—a man now only known for his cowardice and treachery; but no sooner were their interested motives affected by the change of affairs in Old Spain, than they set their faces against the very revolution they had so strongly encouraged, and left them, sans ceremonie, to shift for themselves: nay, further, they took every step, in conjunction with the Spanish Cortes, to crush the exertions of the colonists for liberty, notwithstanding they had so recently invaded Montevideo, Buenos Ayres, &c. which must still be fresh in every one's memory, employing the most formidable expeditions without success, but where now, we are happy to hear, a mild and well regulated republic is established, independent of the mother country, and unstained by any of the fierce retaliations which disgrace the other republican provinces.

It is, therefore, clear that the origin of the South American revolution may be traced to that period when the British were at war with France and Spain, for they constantly urged their enemy's colonies, by every inducement, to throw off the yoke of their mother country, which has now engendered such a serious war, that not all the combined powers of Europe will ever be able to controul. Every friend to humanity must, however, deeply regret the excesses above mentioned, which bear too much resemblance to the early part of the French revolution; but can we wonder when Europe, civilised Europe, has set the bloody example? How can we look for any thing else from their giving no quarter, and burying in the mines, their unhappy prisoners? The patriots, in this, seem to think with the revengeful Shylock, 'The lesson you teach us, we will improve: and it shall go hard with us, but we will better the instruction.'
