Yesterday, the House of Representatives of the United States, were engaged, in committee of the whole, in discussing General Varnum's motion to strike out the third section of the bill authorizing the President of the United States to raise a Provisional Army. The section goes to empower the President if in his opinion the public interest shall require it, to accept of any company or companies of volunteers, either of Artillery, Cavalry, or Infantry, who may associate and offer themselves for the service, who shall be armed, clothed and equipped, at their own expense, and whose commissioned officers the President is hereby authorized to appoint. The debate on this question was so long (oppositions being made to the committee's rising before the question was taken) as to protract the sitting till five o'clock. It was finally negatived 56 to 37.

In the course of the sitting, Mr. Sewall, from the committee appointed on that part of the President's Speech which relates to the protection of Commerce and the Defence of the Country, laid a resolution on the table to the following effect:

Resolved that the committee for the protection of commerce, &c. be authorized to consider the danger which may result by means of Aliens, or other disaffected and seditious persons residing within the United States, and what measures ought to be taken for securing, or otherwise restraining such persons, and that they report by bill or otherwise.
